It represents both the coiled snakes - an old Greek symbol for the god of healing, and more recently the coil of DNA

That said in 40K it's usually a distorted Cadeuceus, where the snakes have been forgotten (apart from the Twisted Helix) and replaced with a skull (with or without wings) and the twisted snakes are a DNA-like helix.
