With the change to weapons profile the cannon is a wash but you have to compare the new and improved heavy bolter to the tempest launcher and see which one works better for you for the points cost.

Given the fact the primaris are getting their own super land speeder you may want that instead since primaris stuff seems to be better overall.

Depends on what happens to the Tempest. We haven't seen it's new datasheet yet AFAIK. As it stands currently it looks like the Tempest is currently slightly cheaper than a HB/AC Tornado. I wouldn't expect that to remain so. Prices probably won't be that different, but I would expect it to go up. Situationally they'll be better vs different targets Randomly fewer better shots vs reliably more worse shots. The Tempest Launcher is basically half a Grav Cannon with +1S in a range where +1S is less important than say 3 to 4 or 7 to 8.
