Its like thicker pva glue but it is an acrylic gel. Shape it with a beat up brush and paint the tip of the waves if you want after it has dried.

The base is a plain clear perspex rectangle, topped with extra thick body clear gloss acrylic medium (mixed with a little prussian blue), after that was dry I added the foam, which is Woodland Scenics realistic water and soft flake snow, mixed into a paste and daubed on. Once dry, everything got a drybrush of white.
