From "Master of Mankind" the Emperor didn't seem to care too much how off-track the primarchs got as long as he could see them contributing to the construction of, or defense of, the Imperium.

And a lot of how the Primarchs regarded the Emperor as their "father" and sought his approval was grounded in an aspect of their nature that the Emperor seems to have intentionally given them without really wanting to support. I mean, he knew that he wanted them to be more emotionally needy, because it would allow them to connect with the Space Marines better, but he didn't really seem interested in providing them with the support that would be required. He clearly regarded them as just tools.

Short version: I think no.
