You're confused. The Planet Killer is nothing to do with the Blackstone Fortresses. It was built by renegade Tech-priests in the Eye of Terror.

Also, it's pretty good at killing planets, provided it has a fleet to hold off enemy ships. Unsupported, it's a giant sitting duck.

So far, it has destroyed: the Cardinal World of Savaven, the moons of Stranivar (and hence the planet itself as the debris rained down on it), the worlds of Macharia and Urthwart, and two of the worlds in the Arimaspia system. It has also been used to force several other worlds to capitulate to avoid annihilation. However to do it the Planet Killer needs to get really close (in planetary terms) and fire at it for a sustained period, during which it is potentially vulnerable to enemy fleets.
