A pure SW chapter get unique warlords. Full access to SW relics. A better version of 'Heroes Born' as it works when charged and making heroic intervention as well. And heroic interwene on all units.

SW suckessor chapter looses special character, must pay 1 CP to get a SW relic. They can pick custom traits. They can stil heroic interwene with the SW stratagem (1/0 CP.)

But how often that comes up? It is mostly up to you. (It gets way better with some judicars or Armour of russ.)

The 3" heroic intervention you can emulate with the stratagem. And you get another custom trait. Sounds like a bargain to me.
