RR Captain, he rides a mechanical horse. This was before GW released the Admech mechanical horses; I used WHFB engineer riding mechanical horse for my base conversion. If I were to do a conversion now, I suggest using the Admech mechanical horse, depending on how the model is built, legs attached to the saddle or not, get the appropriate rider and gear. The OOP WHFB plastic Empire General kit had some bits that look suitable, especially the helm.

if you can get a hold of the old Empire General set it was oozing with good bits, but is now OOP.

The Adeptus Mech dudes on cyber horses might work too.

Or if you really want to go all out, grab the classic Archaon that is on Made to Order right now and de-Chaosify him (or not. Seems that MTO has been and gone). Seen it done a couple of times and it looks the part. Such as this example below from Golden Demon 2 decades ago.
