It's not an error, it's just the rules are REALLY old. IIRC, it was 3rd edition daemon princes that were given a BS of 0, and had a primarily CC loadout, but it was also possible to give them a psychic shooting attack. Which they couldn't use because they had a BS of 0.

Anyways, anything that could potentially use a shooting attack is given a BS. Things that never could, such as swarms of bugs, or hounds, are not.
