My thoughts are that it was either a gift to their legion from the Emperor, or Sanguinius ordered that it be kept to themselves and the Emperor allowed it. I suggest skipping everything up into the why everything is so grim dark section. Sure, I know that it isn't 100 percent correct, but it does get pretty close to the fact. The chances of other factions seeing or even knowing about the Baal pred is slim to none.

The Imperium as a whole doesn't need the Baal pred. It's not like the Baal Pred is that important, considering there's spaceships that can destroy planets and such, though it does seem a bit selfish not to contribute to the Imperium's cause.

Actually though, doesn't the Codex have a fluff bit about it? IIRC (Codex is at home, I am at work) they stole one or more of their unique technologies from Mars. The BA may not want better rhino class vehicles out there for all to use given that so many chapters turn renegade. Nope, codex states they grabbed the STC from some archeotech vault during the Great Crusade and have refused to share ever since. Both sides are basically acting like spoiled children on a playground selfishly keeping their toys to themselves. As for why the blood angels don't share the design with other space marine chapters is that before another chapter will use it, it must be checked and sanctified by the tech priests of mars, which of course means giving the STC to the adeptus mechanicus which of course they don't want to.

If I remember the storm raven is another STC that the blood angels have access to that the mechanicus is pissed about. I think the Mechanicus has the STC in their possession, but it has not been sanctified officially yet, and the blood angels just don't care and use them anyway.
