If you compare it to a war torn country, just look how long it took Britain to rebuild after WW2. Similar scale of damage being repaired a lot sooner. What do you guys think?

They were all dead before any fight occurred that caused mass damage. They were killed off largely off screen before the earthlings even reached the planet. I was referring more to the fact that the fight between Goku and Frieza destroyed the planet, which would to me fit comfortably under the heading "consequences of the fights on the surrounding world."

The possibility of destroying the earth is mentioned several times throughout the show. Goku stopped it from happening more than once.
