I considered somehow modifying Tetras or just plain Space Marine bikes, its a difficult process/ideal, but it seems overly expensive/complex.

Can anyone think of a way to do this without (hopefully) costing me a fortune?

Edit: Think I found a setup I'm going to do. I'm tempted to take the engines from a Pirahna for the base, using a modified "top cover" from the Pirahna for the front. Use the underslung gun for the bottom cannon and some other bits for the rest. I just need to find a good 'seat'.
