Also, I almost never find a 40k book at the library, personally.

I think he's referring to Ollanius Pious, once an ordinary Guardsman, now an immortal hero. I tend to ignore that part, which is a shame, since KNF is one of my favourite books. I've checked my library for 40K books numerous times, and thus far they have never had any. Not all libraries have a wonderful collection of incredibly niche science-fiction fantasy.

Have you talked to the librarians and asked them if they could carry Black Library books? Libraries are generally made to serve their community. If there is a demand for a book, they will often try to get it. Not to mention that many libraries have inter-library agreements which allow you to check out books from neighboring libraries.

The various time-line inconsistencies others have commented on didn't bother me as much. Nor did the problems with characterization, etc. The way I look at it, time-line inconsistencies are due to the use of conflicting sources with imperfect memories, corrupted data storage, etc. As for characterization, I don't EXPECT such things from 40K books.
