This happened because the humidity was too high. Anything above 40 % humdity will frost. I've sprayed my models on one side, then gone to the other only to have one side frost and the other was fine. Varnish is very sensitive. You can generally fix it using a gloss vanish spray as it's stronger chemical solvents will eat away at the matt. several long sprays will often restore 95% of the model.

Use brush on varnish .. or spray in a humidity controlled environment. That's about all you can do.

+1. I use Vallejo polyurethane matte varnish as brush on.
