Vulkan is set to return when the Salamanders find all of his artefacts.

Unclear, Guilliman killed someone who was thought to be Alpharius, but they are all Alpharius. Highly likely and widely agreed that he did kill one of the twins though.

Horus, slain on the Vengeful Spirit. His body was recovered by Abaddon, then later on it was stolen and experimented on by Fabius Bile. Fulgrim's almost certainly just a daemon primarch rather than possessed by a greater daemon.

So while he is almost gaurenteed dead, there is a chance some author might write otherwise.
However, until some other source of information comes along, he might as well be dead.

No. Dark Eldar hate Slaanesh and try to escape his clutches just as much as the Craftworld Eldar. They just have a less...ethical means of doing so.
