So I take it that none bar the Imperial Fists may recruit from Terra? Custodes are supposed to be vat grown, not recruited, each is an individual investment.
As for chapters visiting Terra, they can, they just choose not to. There's one or two examples in the BRB, bearing in mind that Space Marines hold great political clout, so a few Chapter Masters turned up on Terra and ended something bad.
