I know the Imperial Fists's homeworld is de jure Terra (However they rarely visit) and as such they are permitted to recruit from Terra's populace, such as Darnath Lysander, but which other Chapters are permitted to recruit from Terra in the 41st Millenium?

None, that I know of, other than perhaps the Grey Knights or the Custodes... Also if I'm not mistaken, I thought the Imperial Fists were a space borne Chapter, and therefore didn't have a home world. I could be wrong...

Technically they are, but their fortress-monastery/ship is stationed at Terra.

@TheDiscoSpider - Not quite, the Phalanx is completely spacebourne, in that it is constantly on the move throughout the galaxy and is not tethered or orbiting any one planet (Such as Terra).
So I take it that none bar the Imperial Fists may recruit from Terra? Or is it just that, because there is a restriction on SM coming to Terra due to the populations fear of SM left over from HH (Lexicanum cites 'Wolfblade' from the SW Omnibus as the source of this info), not many SM Chapters ever visit Terra, hence rarely ever seeing any aspirants worthy of recruiting?

Grey Knights can recruit from anywhere, so they can recruit from Terra. Imperial Fists can recruit from Terra since Dorn was the Praetorian on Terra, the fists were moved (back) to Terra sometimes between the Ullanor and the Heresy and they were never told to go home. Their original homeworld was Inwit though I believe, and in case you couldn't guess from GW's oh so subtle naming style, it's an icy planet.
Custodes are supposed to be vat grown, not recruited, each is an individual investment.
As for chapters visiting Terra, they can, they just choose not to. There's one or two examples in the BRB, bearing in mind that Space Marines hold great political clout, so a few Chapter Masters turned up on Terra and ended something bad. I don't have my books on me atm though, so someone else will have to verify this.
