Yes he was jealous of Vipus because Loken choose Vipus over him to lead the 10th when he was doing mournvel stuff. He thought he should had been choosen because he was the first sargent of 10th and the next in line so he thought.

You can do anything with the help of Chaos. Even make entire planets populations disappear, or turn against their natural rotation and burn in Chaos Symbols. Like loken and Co they were probably too stunned at first to fight back as it was thought impossible for a brother to turn on a brother. Likely they were standing close to him near the edge when he turned on them and took out half the squad before one even flinched. As you read with Loken' fight, Jubal had three or four Astartes trying to drag him down at the same time and threw them off like training dummies. Throne, he even backhanded Loken across the gap to fly into the far wall like it was nothing.
