The handy thing about the Chaos Codex is that you can field Imperial Guardsmen as Chaos Cultists. I've also seen a converted Imperial Guard Flyer that was being used as a Heldrake.

In other words, if you want them;

1.Buy them.
2.Convert them.
3.Use them as converted units of the Chaos Codex.


As for World Eaters vs. Black Legion? I'm certainly a bit biased, but I'd go with World Eaters. Bear in mind that every member of the World Eaters Legion is supposed to a Berzerker...

What you could do instead, is paint them as Black Legion, but paint all of your Berzerkers as members of the World Eaters legion. That way you can have your cake and eat it too. As for which army based on fluff black legion leaves a lot of options open while WE are more closed.

I did this with my two Rhino's and a Predator when I decided that I wanted to paint the interior as well.
