"Specialist weapon
A model fighting with this weapon does not recieve +1 Attack for fighting with two weapons unless both weapons have the Specialist Weapon rule."

So actually, since they are both specialist weapons they do grant +1 extra attack on the charge and that is the whole point of the LC/PF set-up. In the case of a charge I can either choose 3 Lightning Claw attacks and 1 Power Fist Attack OR 3 Power Fist attacks and 1 Lightning Claw attack. There's some good versatility in that combo allowing me to take on medium AV armor, MC's, challenges, and/or regular troops rather decently.

Its 4 LC or 4PF attacks, you don't get both at once. Just as if you were using a Power sword and had a bolt pistol you get 4 attacks with the Power sword or if you really wanted the pistol. (though you never would because of its inferior profile)
But you are spot on about specialist weapons just needing to have two, not a matched pair. I just wish Twin Lighting Claw was did something rad.
