Firstly, eldar have no option of allies with themselves. Second, the BRB specifically says an additional primary detachment and the avatar says per detachment. Thus you can go 2 HQ MC (double avatar) plus potentially 2 more (wraith seers) then 6 heavies (knights or lords) then 2 more from allied tau (riptides) or dark eldar (Talos/Chronos) via double force org allies and then still use the ghost warrior formation for 3 more... You could ally Farsight supp and have one O'vesa too.

With upgrades and mandatory stuff like Farsight, Troops and the like this is about 2650 points

not according to the codex.

The most you could have in Double Force Org would be 8, unless you count the wraithseer... then potentially 10.
