As far as I know the eldar will probably be squads in wave serpents (no jetbikes), and the tyranids will be a decent sized hoard with probably only 1 MC.
We have already decided that the game will be played at my teammates place and he has lots of urban terrain with big line of sight blockers.
So here are our two armies:

So my main concern is the stalker. We know they own fliers and flying monstrous creatures but were not sure if they will use them. So we could swap it for an aegis and some upgrades on the tactical squad, but that would leave us completely defenseless if they brought them.
So what are your opinions?

What chapter tactics you planning on using?

I’d drop all the melta bombs from your list and use those points to buy a power weapon for an assault squad. How much AV14 rear armor you planning on facing? Krack grenades should be fine, and you have some c-meltas on the scouts if needed.

You could go double flamer on your assault squad if you can shake the points free.

What’s your partner’s librarian going to do/go? Speaking of which, why librarians at all? For the deny the witch? I think the new tyranids have a melt your brain ability, you might want to steer clear of pychers.

Overall your lists are a little light on long range anti tank fire. Double flamer sounds good.
Librarians are just there as their cheap as chips. Didn't really want to spend that much on them so we could put in more units. Do you recommend we shake some points free to upgrade to captains?

For you, I might go with Salamanders. Or Ultramarines. Wait, you using bolter scouts in the storms? Or shotguns or BP/CCW? If bolters, Imp. Fists becomes very attractive.

Chapter tactics for your friend are going to be mostly irrelevant. UM is not bad generically, Iron Hands would be fluffy, and help a little.

I keep forgetting how dirt cheap bare-bones librarians are these days . I’m still mentally stuck in the last codex all HQs=100 points. Nids and Eldar were the two armies that your librarians heads would explode facing. That’s less the case these days, but I think nids will still mess with you within synapse range. -3 Ld for psychers IIRC. So while I’d prefer a chaplain leading your assault squad, I’m not sure you can shake the 25 points you need free. So I dropped the veteran sergeant off the 2 assault squads to replace the librarian with melta bombs for the chaplain.
I chose Imperial Fists for my army, and Ultramarines is for my teammates.
Are these the right choices?

At some point you just need to call it a day and go out and have fun. There are always little tweaks you can make, but it’s pretty much down to preferences at this point.
