So this list is illegal. It's possible to have 3 flyrants if he were to use a formation from the Leviathan Rising II dataslate, and I think it's 1 flyrant, 3 gargoyles, 2 harpies and a crone and it lets gargoyles take objectives.

That's true. He could actually have 4 flyrants if he wanted.
