plasma pistols are pretty terrible. If you aren't going to take a CC weapon and are going to take a PP, no reason not to gun slinger, but it wouldn't be very good on the table top.

Pistol/Pistol gives you always-on special weapon, reduced range, extra attack, and reduced cost.

If you're going cheap I'd just take a combi-plasma bolter. If you wanna deck him out for expensive nastiness then a power claw/combi-weapon. Pistol/pistol's only real benefit is one extra str 4 attack in CC.
