The way I read it was that Vulkan didn't so much directly teleport, he was tumbling through the warp (hence his insanity in UE) When Guilliman launched his new beacon, Vulkan was drawn to it and materialised in the upper atmosphere of Macragge, just as The Dark Angels and Shattered Legions were drawn to the world from the warp when the beacon was activated. I think we can assume that sometime must have passed because the Underworld war on Calth is finished and Grammaticus would have needed time to get to Macragge. So given that the Thramas Crusade was meant to be 2 years long, I'd say that a little over that, is how far apart the books are set.
