Dalia had a link to the Akasha, which is kind of a 'group mind' theorised by some philosophies, where all human knowledge that has ever been known by anyone resides.

The AdMech undoubtedly uses them in some way, even if only for research purposes. That is a good point. Being exempt from the Imperial Tithe (and technically not being part of the Imperium at all), the Mechanicus would officially have a lot more leeway than other factions as far as psychic research is concerned. Unsanctioned Psykers are wildly dangerous. The Adeptus Mechanicus might use them for experiments or some such but they'd make sure they have very potent containment methods or they'd quickly regret it. I don't think they'd find it worth while since they generally focus on old technology.

That said in the Dark Heresy RPG books there are multiple mentions of vat-Psykers.
