If you want a Librarian for buffs then taking ML2 and putting them with a Dev squad is a good move. If you had to choose between them, I think the second mastery level on foot will be more useful then the level one on a bike. The bike gives +1T, which is great for helping keep his ass alive, and the lvl 2 gives a better range of powers and the extra warp charge.
