Tbh you would need to show your full list to be sure. If you want a Librarian for buffs then taking ML2 and putting them with a Dev squad is a good move. Personally however I like offensive Libs so I take one on a Bike to that I can get good use out of Mind Worm!

I'd probably say take one to buff Devs.

quick way to get the points: don't upgrade the autocannon on the predator. One autocannon and two lascannons is still powerful. Any more just makes it a target.

If you have the points, a level 2 on a bike is going to be the best option.

If you had to choose between them, I think the second mastery level on foot will be more useful then the level one on a bike. With random powers, I think it’s worth it to try to get something good, plus the extra warp charge is nice.

I agree with Nevelon; lvl 2 on a bike is the way to go. The bike gives +1T, which is great for helping keep his ass alive, and the lvl 2 gives a better range of powers and the extra warp charge. However, keeping one on foot is not necessarily bad if you want to take Divination powers to buff the shooting of, say, a Devastator squad.

My armies (re-counted and updated on 11/7/24, including modeled wargear options):
Dark Angels: ~16000 Astra Militarum: ~1200 | Imperial Knights: ~2300 | Leagues of Votann: ~1300 | Tyranids: ~3400 | Stormcast Eternals: ~5000 | Kruleboyz: ~3500 | Lumineth Realm-Lords: ~700
