If you really wanted to try and make a Custodian model out of a Primaris model I'd suggest trying to put together some kind of jump unit (in line with the presence of Custodians with jump packs in at least one novel I can remember) with lighter armour. I thought stormcast might work! Actually, Custodes are noticeably larger than Primaris Marines. Valoris is larger than an Aggressor.
