Yes, but that's only for one unit out of like 5. Given that it's a 2CP Stratagem in a CP-starved army that doesn't work on the turn you deepstrike (read: you don't really get to use it) I tend to regard Unleash the Lions as a joke that has little to no bearing on the actual game.
