"Rapid Dominance Doctrine" is the entire point of Space Marines, albeit applied in different flavors based on legion. The Speartip thing always struck me as kind of odd, for the reasons others have pointed out. It just describes a strategy the Legions would almost all have been employing anyway - that's their primary purpose. Speartips were navel movments, they were not exclusive to the Luna Wolves, they just preferred that way of fighting. Its a naval engagement that moves in a spear to go through the defenses of another naval fleet. In Horus Rising they used a 'speartip' in order to get to the planet (false terra)

And you've got speartip moves for infantry, cavalry, tanks, any troop type that attacks. IoM tacticians also calls Marines a scalpel to the Imperial Guard hammer on account of them usually taking out key command parts of the enemy instead of bludgeoining the line until it collapses. 40k isn't contemporary warfare, any sources that state anything can be called such?
