This quote shows other Legions were horrified at how brutal Angron was, but why? They can be ruthless as well, just not as much as Angron and Kurze.

And Remus is a Marine, not a civilian.

Its a different question. I am asking why other Legions were horrified at Angron's actions. Because in the military culture of the observer, wholesale massacres are considered as horrible and not a thing to do. Their rules and traditions in war prohibit such sort of actions. They were raised in a society that doesn't glorify brutality and encourage it. The World Eater do. Exposed to a culture whose value a so different, they suffered from a cultural shock. What they thought unthinkable was done regularly be others. Algonqiens and Hurons were shocked and appaled when they first seen French people hit their children to discipline them. In their culture, hitting a child was frowned upon. Also, isn't cultural shock a self-evident answer?
