NW-2 No. 1423

The Pacific Locomotive Association has returned to service on the Niles Canyon Railway one of Southern Pacific's first diesel switchers. The 1000HP type NW2 was built in 1949 by the General Motors Electro-Motive Division as SP No.1423.

SP No.1423 was part of a second batch of 40 NW2's delivered in 1949, with 23 going to the Pacific Lines (No.s 1403-1425) and 17 going to the Texas & New Orleans (No.s 72-88). In 1965 the locomotive was renumbered to No.1951 and painted in the SP gray and scarlet.

In 1972, SP decided to add postwar NW2's to their rebuild program and the No.1423 was rebuilt at the Houston Shops. In September 1972, the locomotive was upgraded to an NW2-E and renumbered to No.1335.

The locomotive was retired from the Southern Pacific in 1986, and eventually ended up at the Parr Terminal Railroad of Richmond, California. Parr Terminal operated the locomotive until 1998 and then donated it to the Pacific Locomotive Association in 2000.

The locomotive arrived at the Niles Canyon Railway during December of 2000 and a seven month rebuild was begun. Association Volunteer Ken Asmus led the work, some of which included: removing and having the blowers rebuilt, top end work on the engine, a complete air brake system rebuild, new traction motor cabling installed, and other electrical work.

As part of the restoration, the locomotive was backdated to its original appearance by replacing the sealed beam headlights, installing a single chime air horn and a new bell. The final touch was painting the locomotive in the black and orange Southern Pacific "Tiger Stripe" paint scheme as it was delivered from EMD.

The No. 1423 has been operating on Niles Canyon Railway on a regular basis since July 2001.

(a) Issuance of permits
The Secretary may issue special use permits which authorize the conduct of specific activities in a national marine sanctuary if the Secretary determines such authorization is necessary—
(1) to establish conditions of access to and use of any sanctuary resource; or
(2) to promote public use and understanding of a sanctuary resource.
(b) Public notice required
The Secretary shall provide appropriate public notice before identifying any category of activity subject to a special use permit under subsection (a) of this section.
(c) Permit terms
A permit issued under this section—
(1) shall authorize the conduct of an activity only if that activity is compatible with the purposes for which the sanctuary is designated and with protection of sanctuary resources;
(2) shall not authorize the conduct of any activity for a period of more than 5 years unless renewed by the Secretary;
(3) shall require that activities carried out under the permit be conducted in a manner that does not destroy, cause the loss of, or injure sanctuary resources; and
(4) shall require the permittee to purchase and maintain comprehensive general liability insurance, or post an equivalent bond, against claims arising out of activities conducted under the permit and to agree to hold the United States harmless against such claims.
(d) Fees
(1) Assessment and collection
The Secretary may assess and collect fees for the conduct of any activity under a permit issued under this section.
(2) Amount
The amount of a fee under this subsection shall be equal to the sum of—
(A) costs incurred, or expected to be incurred, by the Secretary in issuing the permit;
(B) costs incurred, or expected to be incurred, by the Secretary as a direct result of the conduct of the activity for which the permit is issued, including costs of monitoring the conduct of the activity; and
(C) an amount which represents the fair market value of the use of the sanctuary resource.
(3) Use of fees
Amounts collected by the Secretary in the form of fees under this section may be used by the Secretary—
(A) for issuing and administering permits under this section; and
(B) for expenses of managing national marine sanctuaries.
(4) Waiver or reduction of fees
The Secretary may accept in-kind contributions in lieu of a fee under paragraph (2)(C), or waive or reduce any fee assessed under this subsection for any activity that does not derive profit from the access to or use of sanctuary resources.
(e) Violations
Upon violation of a term or condition of a permit issued under this section, the Secretary may—
(1) suspend or revoke the permit without compensation to the permittee and without liability to the United States;
(2) assess a civil penalty in accordance with section 1437 of this title; or
(3) both.
(f) Reports
Each person issued a permit under this section shall submit an annual report to the Secretary not later than December 31 of each year which describes activities conducted under that permit and revenues derived from such activities during the year.
(g) Fishing
Nothing in this section shall be considered to require a person to obtain a permit under this section for the conduct of any fishing activities in a national marine sanctuary.

Edward IV was twice king of England, winning the struggle against the Lancastrians to establish the House of York on the English throne.

Edward was born on 28 April 1442 at Rouen in France, the son of Richard Plantagenet, Duke of York. Edward's father was the leading Yorkist in the dynastic struggle against the Lancastrians known as the Wars of the Roses, which began in 1455. When Richard Plantagenet was killed at the Battle of Wakefield in 1460, Edward inherited his claim. With the support of the powerful Earl of Warwick, known as 'the Kingmaker', Edward defeated the Lancastrians in a series of battles, culminating in the Battle of Towton in 1461. With the Lancastrian king, Henry VI, overthrown, Edward was crowned Edward IV.

Warwick believed he could continue to control the new king. He was keen to negotiate a foreign marriage for Edward, but in 1464 Edward secretly married Elizabeth Woodville, a commoner. Warwick was furious at the favours now shown to Elizabeth's relatives and allied himself to Edward's brother George, Duke of Clarence, leading a revolt against the king. Warwick and Clarence then fled to France, where they joined Margaret of Anjou, wife of Henry VI. Margaret's Lancastrian army invaded England in September 1470. Edward fled to the Netherlands until March 1471, when he and his brother Richard, Duke of Gloucester, returned to England. Edward defeated and killed Warwick at Barnet before defeating the Lancastrians at Tewkesbury in May. Henry VI was put to death in the Tower of London.

The second part of Edward's reign, from 1471 to 1483, was a period of relative peace and security. He used income from the Crown Estates to pay governmental costs, and was therefore less in need of parliamentary grants than his predecessors - he called parliament only six times. Commercial treaties, external peace and internal order revived trade, benefiting customs duties and other revenues. Councils were set up to govern in the Marches of Wales and in the north.

Edward died on 9 April 1483. His young sons, Edward and Richard, were left in the protection of their uncle Richard, Duke of Gloucester. Richard housed them in the Tower of London where they were probably murdered on his orders. Parliament requested that Richard take the throne and he accepted, being crowned Richard III.

Vlad II (c. 1393 – December 1447), known as Vlad Dracul ("Vlad the Dragon"), was a voivode (duke) of Wallachia. He reigned from 1436 to 1442, and again from 1443 to 1447. He was the father of Mircea II, Vlad Călugărul, Vlad Ţepeş (also known as "Vlad the Impaler"), and Radu the Handsome.

The Battle of Wakefield

30 December 1460

On 7 October, Parliament recognized the Duke of York’s stronger claim to the throne and agreed that Henry VI should rule England until his death when the crown would pass to York. King Henry agreed to this but his fugitive wife and child certainly did not; no sooner was the Act of Accord passed than Queen Margaret marched south with an army of twenty thousand men under the command of the Duke of Somerset.

In a desperate position, York resorted to sending his eldest son, the Earl of March, to tackle an emerging Lancastrian rebellion in Wales led by Jasper Tudor. Then, leaving Warwick with orders to guard the King, York left London with an army of seven or eight thousand men and headed north. With him went his second son the Earl of Rutland, the Earl of Salisbury and his son Sir Thomas

The Yorkists arrived at Sandal Castle on the 21st of December. Reaching his northern stronghold, York decided to settle in for the winter and put his men to work digging ditches, improving the defenses and mounting guns on the walls. Thus entrenched in near-impregnable positions the Duke sat down to wait for reinforcements. Though he could not distinguish their exact whereabouts, York knew there were five or more Lancastrian armies in the vicinity and dared not face battle.

The exact reason why York left the safety of Sandal Castle on 30 December 1460 is not and probably will never be known. It seems most likely that one of his many foraging parties came under attack and York sallied out to save them.

All but abandoning the castle, York hurried down to the skirmish on Sandal Common only to be attacked on both flanks by Andrew Trollope and Lord Roos. While all the time fighting on the move York realized that he would soon be totally surrounded, and overrun. He ordered his seventeen-year-old son, Rutland, to flee the battlefield but the lad was promptly captured on Wakefield Bridge and stabbed to death. Lord Clifford meanwhile brought his men up the Yorkist rear and sealed their line of retreat. York himself was unhorsed, and after refusing quarter, was brutally hacked to death. With York dead the battle ended and the rout began. Half the Yorkist army lay dead and of their leaders only Salisbury (temporarily) escaped. The Earl was captured during the night and executed the following day.

The heads of York, Salisbury and Rutland were later impaled on spikes and left to rot on Mickelgate Bar in York. The victory was a great one for Lancaster: most of the Yorkist leaders were eliminated in one day including York himself, and their army crushed beyond contempt.

Note: the Battle is said to be the source of the children’s nursery rhyme (perhaps once solely Lancastrian propaganda):
