Nope, the Culexus is a psychic null. He basically appears as a giant blank void to psykers & inevitably to daemons as well.
Not sure if it's still in the newest background, but it's been heavily hinted at that those individuals who are chosen to become a Culexus are human carriers of the Necron Pariah gene, "gifted" to mankind by the Deceiver.
This was classic fluff especially when the Necrons actually had the Pariah unit in their codex as a way to subvert the human race to their cause but it hasn't been mentioned since the 5th edition codex when they removed the Pariah unit. I haven't read the new Culexus fluff yet if it will hint to this or not but the psychic blanks are still referred to as Pariahs and it is still called the Pariah gene. Also, in the
The Emperor's Gift it's hinted to that the Grey Knights have a method of making someone a psychic blank even if they were a psyker before but it is not revealed how or why it is done. I am interested if the Culexus entry will expand on this.
Anyway, back to the topic at hand, I think the Culexus won't be too difficult to deal with but it would definitely be foolish to ignore them should your opponent decide to bring one especially for us
GK players. With people talking about throwing them in a vehicle and such furthers my point that my Imperial Knight with the
Str 9
AP 1 Thermal Cannon is the thing to take out a Culexus should one appear. I thought pitting a
DK against one and having the Incinerator plus the new Heavy Psycannon to go after one but I am worried about whether the
DK will be able to take it out before the Culexus gets it into
CC. I have other things that could take care of Culexus like Fire Dragons but I don't want to waste turns sending my specific anti-vehicle unit after them. I mean technically the same can be said with the Imperial Knight but I could be shooting the Thermal Cannon at it while still closing in on vehicles to
CC with the giant chain sword of death.
