Steerpike from Gormenghast is one of the greatest zero super power (or magic) villians from any fantasy setting I know of.
Also, any of the main characters from the Wheel of Time are pretty bad ass, particularly at this point in the series.

I don't know if Sharpe (mostly the books TBH  ) count as it's based on the Napoleanic Wars.
