I'd say Orks as it's incredibly hard to be rid of them and tons of resources are spent to get rid of them even after the initial Waaagh. Even then it could take years.

Probably the Tyranids at the moment.
Unlike the Orks in that they are unified, but like them in that they are hard to completely eradicate, and Leviathan has dozens of Space Marine chapters being sent at it.

Not to mention it's done serious damage. Gryphonne IV? Start saying goodbye to Vanquisher Leman Russes, there's only 1 Forgeworld left that makes them.
Though honestly, I'd say their biggest enemy is themselves. Constantly on the lookout for taint and psykers, Inquisitors withe the power and willingness to put populations to the torch, killing themselves in the name of discipline, etc. They've probably killed more of their own than any enemy has.

Orks are the most numerous, Tyranids are an unknown quantity - there may be unstoppable numbers coming, there may not be. Chaos is insidious, it can burst forth anywhere and not only do you have to fend off the attack, but you also lose the troops and systems who fall to the Ruinous Powers. As you grow weaker, they grow stronger.

Easily Choas and traitors of chaos. We do know for a fact that the Imperial Guard fights Chaos Traitors all the time and deals with Orks. So by understanding what the "shield" of the emperor fights against the most I say it is a tie between forces of Chaos and Orks.
With Tyranids they are the largest threat and probably most devastating, but they are not the most current threat just yet.
The Tau are expanding but they seem to have been stymied lately. Also the Eldar and the Dark Eldar are just there kinda. And when the Necrons appear they are a major threat, but usually they are not around for too long as they either get defeated or they simply vanish. So thats what helps me come to the conclusion of Orks and forces of Chaos

Chaos wins out against Necrons only because its a real threat at the moment.
And because Chaos TKO'd the Emperor, took half his Primarchs, half his human empire, invaded his webway, continues to invade and pillage, keeps turning citizens against the IoM, and frankly has taken nothin in losses.
All four Gods are if anything stronger now than ever. While their warhost can be defeated in real space, their losses in comparison to the Imperiums are a joke. Especially since most Chaos losses in real space campaigns are hefty on the human casualty list on BOTH sides lol

Tyranids are a threat if not kept down, but steps have been taken to gather the species of this galaxy against them, so sooner or later they either get a major fluff boost ( confirming endless reserves in the void ) or they are starved in a few centuries.
Necrons are an unknown factor, but as best buddies of Mars unlikely to be the "pain in the ass" this thread is about.
Orks are fun, not a "pain in the ass". You need some reliable sparring partner, don't you?
Tau are unimportant, and rahter subject to become a happy meal for nids.

Not sure cuz its been so long, but doesn't the opening of the codex talk about their endless numbers?
Pretty sure the context of Page 28 is not referring to the actual numbers, as much as it is talking about Tyranid contact from an Imperial archival perspective. Plus, if memory serves, Leviathan entered the Galaxy, but isn't fully in it. Wouldn't that mean the possibility of a Hive Fleet the size of 17 of our galaxies could be on it's way? touching several galaxies at once it is so immense? These fleets could be nothing more than "scouts."
Not a gig at you, just I wonder this myself and I think that the perspective is not meant to mean "oh hey, limitless bad guys actually are now pretty limited!"

Don't believe me? Well, for a race of guys that have just one picture in all of the fluff, who don't have an army Codex (and never did!) and who are mentioned in a dozen places through the Imperium fluff, they have proven absolutely IMPOSSIBLE for the Imperium to exterminate.
That is the definition of a pain in the rear. They aren't an insidious threat like Chaos, they don't eat planets like 'Nids, and they don't drown you in a green tide like Orks, but they can't be wiped out. No matter how hard you try, the little irritating jerks don't have the decency to just lay down and die when you nuke them. When you consider how many nameless (and even a few named) races the Imperium has successfully erased from creation, the Hrud stand out for their resillience.
Definately the biggest pain in the Imperium's backside.

Uh, this may be a failing on my part, but what is the difference between "biggest threat" and "most threatening"?
Also, Dark Eldar are a pretty minor threat that I doubt bothers the Imperium as much as the other factions, to be honest.

Perhaps he means Necrons present the biggest potential danger, while Chaos is the most immediate...? I can see this with the Necrons whole "appear out of nowhere" ability - very scary although they haven't really used it to great effect afaik. Contrast this with Chaos, which is causing a lot of hurt on the Imperium on a daily basis.
But only Ronin Sage knows
