I heard a story about this on NPR the other day. It seems like despite harsh regularions being put in place by Congress in 1969, the enforcement is pretty loose.
Apparently, a mining company that fails an audit, can then "retake" the exam with their own samples. If the five samples average out to be acceptable, the one bad audit is removed and no penalties occur.
They then went on to outline how the Mine managers could easily rig their own audits with testimony from form regulators, miners, and mine company folks.
Amazing.

Due to our electoral system, she, by her own admission, only had to appease about 1/3rd of the population and feth the rest. Most Prime Ministers try to reach an accord or at least don't openly acknowledge that they are only serving 1/3rd of the population, she made it very clear that's all she was interested in doing, as she nurtured and promoted the South East 'garden of England' and fethed the Celtic nations and The North over.
She allowed British industry to collapse and privatized many state owned resources. Selling things owned by the people, which she didn't own, to a small number of people, is theft.
I take solace in knowing she will live out her remaining years gaking herself and forgetting where she is half the time.

Even if we're talking about uranium (and I'm not, I meant protyping Thorium), uranium as a fuel source is inherently different then using coal. A nuclear reactor with 110 tons of Uranium will produce 600MWe of energy and will run for 6 years. To output the same energy over the same timeframe, a coal plant would have to burn 9 million tons of coal. While the process of mining both is inherently unsafe, you're going to see less death and illness from mining 18 tons of uranium then you will from mining 1.5 million tons of coal.
