Imperial Guard. I've never played a human army in a fantasy as originally it grated on me.

But now, I love the idea of the last line of the imperium. A human fighting the atrocities oft the 40k universe through sheer numbers and weight of numbers.

Tau, definately Tau - though they are one of the (8) armies I currently own.

If it had to be an army I hadn’t collected before, probably Custodes. But that would be one I just get the models but don’t play.

Why Aye Ya Canny Dakkanaughts!

If somehow I could get DKoK in plastic then I'd go DKoK because they look so god damn awesome but I don't think I could face dealing with an entire army of resin.

Otherwise, I'd just go chaos again but maybe try out an army that wasn't primarily Khorne, maybe buy an army of the old metal Noise Marines with the Guitars and finally finish off a DoomRider conversion to lead them.

I'd just restart Eldar again, but this time I'd try a new paint scheme and maybe different units. I've always done a "mounted" army of bikes and transports. I'd probably still do that, but instead of Windriders and Wraithguard, I'd do Shining Spears and Guardians
Although I probably wouldn't be able to resist doing everything as a multi-use model. Spears/Windriders, Grav tanks magnetized to be any possible tank option, Guardians that can triple use as Guardians/Dire Avengers or Rangers.
So yeah, pretty much restart my army to be very similar to what I already have.

Then again, I could do an entire Wraith-construct army including Wraith-bikes and Wraith-drones. or Exodites.
In any case it would be Eldar agian

I'd start with superheavy tanks.

When I first started, one baneblade was all you could bring, so I bought one. Then I spent tons and tons of money on other junk.

Now? You can bring 3-5 (though I'd not bring more than 3 unless it was a huge game). So I'd actually collect the models I enjoy, rather than one model and a gak load of irrelevant accessories that are slowly decaying in a box (Leman Russes, mostly, but I have other stuff too).

Then, I'd pick appropriate support elements and start an infantry regiment so I have something fun and interesting to bring with the big tanks!

Probably Death Guard. I started haphazardly with Chaos and Tyranids but I ended up really liking deathguard.

Started with Orks and would restart with Orks. No real regrets with my army choice and Deathskulls is exactly how I would paint da boyz again. If i redid my entire assortment of armies I would probably skip over the Grey Knights part of my Inq army and add more guard stuff instead.

I'd likely start up Chaos Space Marines again, but this time I'd also restart Space Marines so I could both collect and play with all the Primarchs.

I liked the idea of Dark Eldar as they aren't prevalent in my gaming group, but if unless you buy and read their codex its really hard to tell what each of the bizarrely named options does.

Even Eldar have more sensible names, Guardian is the cheap defensive riflemen, swooping hawks fly, etc.

But how are incubi and sucubi so different? What the hell is a tantula? It took months of play to figure these things out. DE are probably the least new player friendly faction just for how hard it is to figure out if you haven't played the game before.

I'd stick with what I have primarily now - all of the Eldar breeds and AdMech. I wouldn't have wasted my time with daemons or marines, though...maybe give Tau or Guard a shot.

AdMech - haven't done them before, don't see many played here, nice all-plastic range and I can easily add on other Imperial armies gradually as I expand.

I dont know what i would restart as.

I just want a mobile army.

My army used to be the broken 18ppm Spawns from IA:SoV an expensive ass Forge World book for Renegades and Heretics vs DKoK. The writers where ultra lazy in proof reading that they undercosted the spawns. That is why i dont respect GW or FW publishing.

Back then they moved 12", tarpitted large models, killed non melee specialists (Marines) through weight of dice, speed bumped true melee specialists all for the cost of 18ppm vs 33ppm.

Now the rules are accurately describes the Spawns as they should. Shambling masses of flailing flesh. They walk 7", have no punch as they slap you many times, and easier to kill (due to everything wounding them on 4s or 5s instead of 5s n 6s since they cant be T6 using mark of nurgle anymore)

Right now i am experimenting with Necron scarab swarm because they move 10".

If I could restart with the level of painting I possess now instead of what it was when I started I'd go with a new Ork army. I had orks before but everything looked crap and I sold them off. The Ork model range is so good now compared to when I started and I think they'd be fun as hell to paint. Problem is now with models being so expensive the idea of starting any kind of horde army is way to much of an investment.

Genestealer Cult. They weren’t a thing when I started, and I’m not going to start a new army anytime soon, but if I had to start over that’s what I would choose. Their creepy cult vibe and modeling opportunities are right up my alley.

Space Marines, a generic chapter.

They are by far the easiest faction to paint and they always have good, up to date rules.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Krieg again, but now that I got a decent carrying case, the models would probably not break as much as mine do, and I'd be a lot more motivated to paint/play them.
