In the latest rules for 40k, rapid fire allows more shots after movement. BUT what it also did was remove the usefulness of the shotgun and replaced it with the flashlights(lasguns).

Guy with shotgun can scoot and shoot a couple times at 12 at the same damage as a lasgun.
The lasgun can do that, or pick off the target with a shot at 24.

My proposition: Give the shotgun +1 Str.
