Yeah, I'm doing it, the (almost) all Harliquin army.  But never having played Space Elfs I'm not sure how to do it well. 

It would seem I want 2-3 naked harlis to die as they advance.  Then 4-5 kissing harlis (2 with fusion pistols), a Shadowseer and a troupemaster. 

Are death jesters worth the points? 

Which Autarch or Phoenix Lord would best compliment them?

Do I want 3 falcons for them to ride in?  (Which means cutting the Harlis to just 6 per unit)

Other thoughts?

How many points are you playing?

Death Jesters are not so hot, though they are kind of cheap. Another purpose they fill in an (as-close-as-I-can-get-to) All Harlie Army is standing in for Dark Reapers. If you have them acting as Reapers AND in squads, it's obviously less clear for opponents what's going on.

Harlies are most commonly transported in Falcons, but as you note, this limits their numbers, which is contrary to the purpose and theme of a harlie army. I've been playing with a squad of 10 (7 Kisses, Seer, TL with PW) in my regular Eldar army. Honestly the points saved on the extra kisses aren't that much, and the extra Rending attacks can make a difference.

Bikes make good Troops selections. Harlequins on bikes were a standard old unit, and those old canopies are obviously great and should be worked into the army.

The Autarch is a good model to play the Great Harlequin. On a bike (with harlie canopy, of course), he's even closer to the way the army used to look/play.

A Farseer is probably a good choice. You might rep/paint him as an extra-beefy Shadowseer. Fortune is really, really helpful for a big squad of harlies on foot. Other powers are also useful. Eldrad can't Fleet, so this is one application in which a regular Farseer is more useful, in a way.

Obviously Harlies, between the fusion pistols and rending, are capable of killing vehicles in close. One of the things you have to work in is ranged anti-tank. Warlocks with Spear in the bike squads can be helpful. Harlequin wraithlords are somewhat contrary to the fluff, but are a sexy modeling/painting opportunity (even just the jetbike-canopy-for-a-head swap is nice looking), and the EML/BL wraithlord gives you some nice reliable shots. Falcons conflict somewhat with the webway fluff, but fluff is flexible. When harlies first came out they could loot and field land raiders(!), so it's hardly unprecedented for them to field heavy tanks.

Baharroth is a natural HQ choice, to use as either a solitaire or a great harlequin. Between the higher initiative, the hit&run, and other stuff, he can run with them pretty well.

I recommend falcons and smaller squads. They don't die. Star Engines let you shoot into your opponent's deployment zone on turn 1, and hop out and assault on turn 2.

I too would consel against taking any non-kiss wielding harlies.

The way I see it, either the unit is in the wrong position to get shot, in which case it usually gets obliterated, or it makes it into combat unscathed.

If the first happens, I guess its nice you saved a few points but things are probably looking pretty bad for you.

If the second happens, you'll want every rending attack you can get.

You definitely want 3 Falcons to give the Harlies a ride.
Six Harlies, one upgraded to a Shadowseer, can do serious damage to everything that lives.
Slowly advance (12'') with the Falcons while shooting the enemy.

Shining Spears and an Autarch on a jetbike complement the Harlies well.

I would go with 8 kisses. I find that I lose a few harlies on the way in.

10 walking harlies work well. The more terrain you have the better they get.

I agree on bot the autarch and farseer suggestions. Bikes would be a ntural in such a list. As well as vypers modeled to look like the old harlie jetbike/transport things (combo of eldar vypers and dark eldar bits as I recall)

Falcons are always great.

You could try an avatar of the Laughing God. A suggestion to model it could be using parts from the Avatar and the Inquisitor scale Callidus.

If you want footslogging Harlies, then take a Farseer on a jetbike fortuning the Harlies.

But the Harlies may move into rapid fire range before they charge, i.e, Marines can move 6'' and rapid fire 12'', so 18'' in total. Footslogging is a slow way to die, even for Harlies.
