If my Autarch is on a Jetbike and he is attached to shining spears does he get hit and run if the exarch in the squad had taken it? I figured since it says all in the squad receive the ability but thought I would make sure.

Check page 74 of the rulebook. The entry for "hit & run" has an asterisk.
Looking at the top of the page, the asterisk is explained.
"The Special Rules marked with an asterisk are automatically lost by an IC joining a unit that does not have the same special rule. These rules are also lost by a unit that is joined by an IC that does not have the same special rule."

And on page 50 under the heading of "Characters joining & leaving units" it confirms the above.
