So my friend plays tyranids and currently believes that catalist lasts the whole game once cast successfully. I don't think its really changed any games, orks usually don't go first against, well, anything anyway, but I would like to know.

I think the wording of the question is something like "cast durring the assault phase, if the test is successful, the target unit can attack before they are killed" He says it never mentions wearing off, so it works the whole game. Is the argument against it that the rules are permisive, or is there another one?

Nope, its just a badly worded rule and RAW he is correct.

That said, there are a whole bunch more very vague rules in the game. . .for example by the RAW if you ever move a unit with a heavy weapon it cannot fire, period. There is no mention of that restriction only lasting one turn.

In other words, even though he is correct by the RAW it is pretty clear that the Catalyst works for only a single assault phase and you'll be pretty hard pressed to find a tournament judge who wouldn't rule that way.
