This is my ultramarine list from the 8th grade.. I'm planning on getting my brother in the hobby.. so I am making my own chaos list..
So far I have a 1127 pt Ultramarine army, and need it at 1500pts
HQ:
Chaplain /w termy armor
95pts
Elites:
Termi Squad /w assault cannon n heavy flamer
230pts
Deadnought
2x lascannon
125pts
Troops:
Tactical Squad x2 (each squad has a missile launcher/heavy flamer)

Rhino

Total:1,127
I have about 375 pts to work with any suggestions what I should get him?

Ok, first on the list, get rid of that heavy flamer in the termi's and replace it with another ass cannon if you want to use the termi's, personally i feel they are generally a waste of points. They will suck so many bullets if you deep strike them close, since your other guys wont be close enough to back the termi's up... and if you try to send them on foot then the points are truly wasted. Alotta people like termi's, and there are armies ive seen with 3x5man squads w/ 2 asscannons in each. Honestly though it feels like all yer eggs in one basket points wise. The dread cant have 2 lascannons so I hope you mean a twin linked one.... and if so plop a ML on the other arm, he prolly wont be seeing CC anyway as he is prolly your tank popper with the lascannon. For the tactical squads You say they have a heavy flamer, I assume you meant flamer cause they cant have a heavy. I really see no point to the flamer anyway, crappy range on it, go plasma guns since you wont be moving much with that ML anyway. And for the assault guys what does the sarge have, and does it include 2 plas pistols? I would say you need to decide how this army is gonna be played before adding anything else. I mean if you like the termi's and decide to go with the tried and true, if decidedly cheese heavy, load out of lotsa asscannons, they you wanna add some LS tornadoes for more ass action. If you want the stand and shoot drop the termis and the chappy, grab a libby or commander, and get some devs and/or a pred or two... the weapon load out would be your choice but a real key is redundancy. If you want to shoot then shoot ALOT while holding onto a few charge/countercharge units... or if you wanna assault then get as much mobility as you can on the board. The joy of marines is just about any kind of army build is viable to be fun. Now if you aren't really playing for fun and wanna crush people in tourny's ya gotta ask someone else I just play in hobby stores and my buddies basement, I could care less about tournys.

The above poster had some good points, I would recommend taking his advice about what you want your army to do and then modify it with the extra points not simply add 300 some-odd points more to it. First thing I would look at is the core, the tactical squads. Since you have them mounted in rhinos, you are going for a mobile infantry. The bad new is because there are only two AV11 models chances are they will be shot up early so there goes your mobility and if you aren't as mobile as you thought you would be, your flamers will be harder to use. The good new is you have points to add in more armor. I would suggest one of two things, either more rhino mounted troops or a couple of predators. Personally I would go for predators. Which ever direction you take bring at the very least 2 more tanks on the board.
Now as I said earlier I would take 2 predators and I would tell you why. For one 2 predators will be cheaper points wise that 2 more tactical squads mounted in rhinos. They are also a bit more survivable than a rhino and have the TLLC. As well they will soak up more firepower giving your tactical squads the opportunity to get into position.
Back to the tactical squad itself. you have a ML & a flamer in it. I would suggest changing this configuration. The reason being that it is going to be in the rhino and therefore they are going to be on the move a lot, especially if you bring 2 predators. With that said I would drop the missile launcher altogether. The reason being it probably would never stand still long enough to get a shot off. Now on to the flamer, well the special weapons really come down to what YOU think you need there are three and each deal with the rock, paper, scissors of this game. Horde, Tanks, Power Armor. But one of these weapons can to a degree handle each to a certain extent and that is the plasma gun. Rapid fire goes great with the bolter for dealing with hordes, S7 can pop a hole in just about any side armor in the game, and ap2 will kill marines and terminators dead. Of course flamers may take out more light infantry and meltas will give tanks a hard time. But both the flamer and melta to be effective must be much closer than the plasma gun to shine. Thats why i say plasma, but remember Gets Hot!
With those tactical squads, if you have points left (which you do!) I would consider a powerfist on the sergeants. That will make an enemy think twice about charging them. Well this will help you to have a good solid core two full tactical squads in rhinos and 2 predators is nice to look at and fun to play and great for staying on the move and staying on the move is good for any army.
I don't know if its just because you like model or what but your chaplain in terminator armor seems out of place in this list. I would strongly suggest taking him out of terminator armor and attaching him to the assault squad. Maybe even shave off a jumper or two to make the assault squad a bit smaller on the board so that you can hide them a bit easier. If you were to have the rhinos and predators this would be great for the assault squad because you could advance them hiding behind the rhinos giving support to the tactical squads shooting!
The "Deadnought" as you call it would be great for this list too because it is more armor for the enemy to deal with and also more tank popping firepower.

I have to say the 2 posters must be pros
In addittion, these models were purchased 7 years ago. I liked the way they looked, and had no experience with stats in this game

Far from pro, I am just a basement and hobby store player.... just that I have wasted like 12 years and a few thousand dollars on the hobby. Trust me I don't everything, far from it.... most of what I have learned has been through recieving good butt kickings.
