I'm fairly secure in my W40K knowledge, however I am completely at a loss for WHFB. I dont know where to start on my army or what units to take. My main concern is that I only have about 400-450 to spend and I dont want to waste money.

Give me a hand?

For Vampires I would start with the following

1 Vampire Lord
2 Vampire Thralls
1 Necromancer

3 Units of Skeletons w/ Shield and HW
3 Units of 5-6 Dire Wolves
2 Corpse Carts w/ Balefire

1-2 Units of Black Knights
1 Unit of Grave Guard
1 Vargulf (Only if you really want to He is just there to support the wolves)

Add in some fell bats and you have a decent list.

Welcome to arguably the most expensive WHFB army in existance.

Yeah, I've never seen a 90 dollar normal unit before.
