Mind War doesn't need LOS. The power is used in the shooting phase, but it is not a "shooting attack". Any model within range is a valid target regardless of whether he can be seen.

However, for some reason, units may take a cover save from area terrain against each wound if they like. And no, members of your own unit do not count as "cover" under any circumstances.

I'm not sure about target models in vehicles, it seems like I've seen somewhere that they can also be mind-warred, but not sure.

However you may note with the new rules for 5th edition, that you now get a cover save if the 'firing' model can not entirely see you. And Mind War is a 'shooting attack' as stated in the most recent FAQ that doesn't need LOS. With that said, if you can't see em', then they get a cover save (also covered in the FAQ).

You should re-read the description of Mind War. It's the only Farseer power that actually require LOS.

This means you can target only the models you can see. If a model is concealed by a fellow unit member or a rock doesn't matter when it comes to LOS.

In one game turn an Imperial guardsman can move 6", kill a few guys with his flamer, assault 6", kill two more guys with his bayonet, flee 12", regroup when assaulted, react 6", kill one more guy with his bayonet and then flee another 12".
So in one game turn an Imperial guardsman can move 42" and kill more than 5 people. At the same time a Chimera at top speed on a road can move 18"...

I'll look carefully at the Eldar codex at home as for the requirements, but I do have the 5th GBB right here for general shootiness...

1) Models in the same unit do not block LOS (page 16, "Own Unit").

2) Models can always shoot, and be shot at, through members of their own unit without conferring or receiving a cover save (page 22, "Own Unit").

3) Firing through "intervening" units or into area terrain confers a cover save, it does not block LOS (page 22, "Firing through...").

Basically:

If you can draw a line of site to the target, but the line must pass through a member of his own unit or a member of your own unit, there is no cover save and no LOS block.

If the line goes through models of an intervening unit or between 2 pieces of area terrain (see picture on p.22) OR if the target is sitting in area terrain (as per the FAQ), 4+ cover save to each wound.

If the model is completely obscured by a terrain feature or vehicle, then LOS is blocked.

It doesn't automatically block LOS. It will still do so if the LOS is actually blocked.
