Just wanted to sort this out. It is hinted in codex necrons that lizardmen exist in the 40k universe. How so? do you know anything about them?

The lizardmen were servants of the Old Ones. Star Gods (C'tan) fought the old ones. Chaos woke up, things got complicated.

...it goes on to say that c'tan like to eat them and lizardmen can be used to represent these funny little beings.

There are: Loaxtl although there is little about them anywhere, i think Dan Abnett wrote a paragraph or so on them. And yes there civilisation is no more but how can they 'still have an abiding hatred' if nothing exists to hate? Dosen't say they no longer exist...

Just because the "Civilisation" is no more does not mean the "Race" is no more. So whilst Lizardmen may not be able to pose a threat to 40K in any way due to possibly having to start from scratch technology wise or being so few to be able to get anything done, they might still be around in small clumps of nomads.

So fluffwise it is possible that Lizardmen exist, but not in such a way that they could be deemed an army or anything. If GW really really really! wanted to, they could do a Lizardmen 40K Codex but it is doubtful and most of the uniqueness you could give them are already present in many of the races out there already.

Okay, in the old Rogue Trader book, there were Space Slann, right? Reading various books, it's clear that the Space Slann either are the Old Ones, or were closely associated/related to the Old Ones. Now, back in those days (1987), Slann were much smaller, and could walk under their own power, and such. The RT book gives details about their "current" (M41) society and culture. In the 4th edition rulebook we are treated to a John Blanche drawing of a "Slanni," which is clearly the latest take on the Space Slann.

So, they're kinda more like Salamandermen than Lizardmen, but it's close enough, right?

Actually, LotD made for good lizards. Skinks as traitor guard, Saurus as mutants, Kroxigors as big mutants, etc.

Orks seem like they would be a good counts as. Terradons as koptas, dinosaurs carrying troops or arcane cannons as vehicles, etc.
