I have a Blood Pact army running the IG codex with nothing extra, and I'm facing up a force of Ultramarines today.

I think the point limit is going to be 1500.

Does anyone have any tips and tactics for facing down these power armored beasts?
What should I pump into my army?

Get 3 leman russes and then bulk out on infantry, the leman russes will handle his marines while the guard should hold objectives or generally attempt to hurt him, although i doubt lasguns will make any sort of dent.

I'd sure like to know more about your army. Take HBs in all your infantry squads, use drop troops to take objectives, have three veterans squads which you drop to kill stuff. Try doing two squads of 6, each with three meltaguns and a lascannon, for killing vehicles, and full size squad of veterans with shotguns, for trying to slow their assault units. The shotguns are good because you can blast them with twenty hits (not very good hits, admittedly) and then assault them, tying them down for a turn while your russes do their thing.

Also if he has assault marines take them out fast, the will make a mess of your leman russ if they get round the back.

i played amrines all the time with my IG, and i found the best bet was a drop heavy list.

Every command squad is maxed with 4 x meltas or plasma

every special weapon squad has a demo charge and 2 flamers or 2 meltas

3 hardened vets squads with 5 men and 3 plasma dropping

for troops choices i took squads with just a flamer to keep them cheap or with a heavy flamer and flamer so that they would stay mobile. when two of these units drop down , they can put out a ton of wounds.

you need some las cannon and ML heavy weapons squads for taking out vehicles, and autocannon squads were great for transport vehicles, speeders, bikes and dreds.

also, an inquisitor with hood for stopping his psychic powers, emperors taro to help gain first turn, mystics to counter deep strikers, and either an eversor or calidus assasin really adds a lot to your army. its also worth considering taking a small squad of greay knight termies for counter assault if your regular opponants take a lot of assault unit.

lastly, the bassie and the russes are your friends. those pie plates put a serious hurtin on marines. i found a russ, demolisher and bassie was the best combo. i love hellhounds, but against marines they dont always pull there weight. i think your points would be better spent on more heavy weapons and drop units. the drop units with maxed heavy special weapons are what always did the most damage in my lists.
