what do you do when a vehicle is immobilized and is locked in melee?

since its immobilized it cannot move out of melee and it has no weapon skill so it cannot use melee any idea what do I would do?

Vehicles are never 'locked' in combat.

Page 63 of the Warhammer 40,000 5th edition rulebook tells you what happens to a vehicle if it does not (or can not) move out of base contact with enemy models.

so can the vehicle shoot the models?
if so my poor shining spears are so dead
but what do you do if a blast weapon from said vehicle hit itself due to scatter?

If you can trace LOS from its weapons to one of the models in the unit, yes you may shoot at them.

You resolve these attacks as normal, whether they scatter onto your vehicle or not.
