For any of you vets out there you know that when your in the field, your uniforms and gear gets quite dirty, resulting in faded uniforms, stains and splotches, do any of you out there have any hints on how to get that kind of effect in a uniform paint scheme (preferably as a last step, because of the camo pattern I'm planning for army (IG modern ACU style camo)

Ink thinned to varying degrees i would say would be your best bet for stains without ruining the camo.

I swear by an extremely light drybrush of bleached bone over the lower 1/3 to 1/2 of standard infantry. It gives a good dusty look, and helps pick out the folds in the cloth, making them look more worn-in.

It depends on how dirty ! if you check out my DKOK pics ive posted in the past, i used graveyard earth as a drybrush giving great finishes !
if you cant find them just tell me and i'll hand you some ! thats the way i get dirty uniforms, but i s'pose it also depends on how dirty were talking really and the environment aswell !
all the best

Probably the best way to do this is to paint the base uniform color, and then mix the uniform color with some white, and drybrush this over the base color. You can also use some ink or a wash before you drybrush the highlight color. That's usually what I do.

for sun-bleach i would used bleached bone not white. this will also slightly yellow the base colour which is very natural.
for mud & dust - buy a cheap set of chalk pastels with browns, black, grey & yellows, grind them up in different amounts, apply either directly with a short bristled drybrush or suspended in a thinner medium (eg tamyia thinners or water) for a more muddy appearance. very cheap (relatively) and easy.
also piffer your gf's/wife's/mom's makeup kit for brown eye shaddow. use the little brush that comes with the makeup to apply to the model. even cheaper!

I haven't tried it, but a glaze of white or bone over the areas of the uniform you want to change could give a nice faded effect - especially if you want to paint cleaned out stains (bleach marks) - I think it would be more effective than drybrushing.
Cheers
