If you are interested in a modern day map then any of the many maps availabe regarding the "Black Hawk Down" moive would work perfectly.

I looked for city maps forever for my campaign. Most of the modern urban maps are too crowded to really use. Then I found a map of Innsmouth, the fictional town from H.P. Lovecrafts story and it works great.
I can't post the link for it but serch for it and it should pop right up. Hope it helps

Google maps is pretty good. Why not just use that and do screen captures?

hmm..
I am not sure what scale to use really. After a few months of searching around I have found a couple of useable maps, but nothing that stands out.
In a perfect world, it would cover abit of a downtown city, a rural area, and maybe a port or something else that would be fun. Plus easy to split into sectors that a player can "control".
So far I have found very few maps that might work.

This is a nice tourist map of Paris.

1:17,000 scale, covers the whole city to the level of all the roads ignoring the small alleyways.
Paris is fairly small compared to many cities yet it has a complexity that gives it a lot of character and interest for wargaming.
