Um. The Emperor.
Not only does he know what the Ultramarines AND Blood Angels will do, but he could take Sanguinius AND Robute Gulliman 1 on 1.

Some people play to win, some people play for fun. Me? I play to kill toy soldiers.

Yeah, without being fluff-attacked, the Emperor would always win.
Odd that he picked to loyalist chapters though...

Yeah, no contest.
The emperor can take both primarchs easyly and normal Astartes are no match for Custodes.

“It is a horde of foulness, renegades, sub-humans, mutant-slaves, beastmen, pirates and other fugitives from the Emperor's justice. The dregs of the galaxy who have come to gain plunder and win the reward of their gods. They are led and directed by the Chaos Space Marine warbands, veterans of a thousand battles; and amongst them stalked the Titans, their great strides shaking the earth."

I think you'd have to measure the fight in minutes...
How many minutes it took for those poor space marine chapters to be ripped to peices...

Custodes are to space marines as space marines are to humans.
The Emperor is to Primarchs as a Father is to a newborn child.
No contest.
Now, if it was all the loyalist legions and their primarchs, it might be a fair fight.

Custodes are the perfect marines.
all armed with bolters and power weapons, i dont see marines really bothering them too much.
|
Suffused with the dying memories of Sanguinus, the warriors of the Death Company seek only one thing: death in battle fighting against the enemies of the Emperor. |

But it would be 200 custodes to 20000 marines even if you have a 2+ save you are going to fail a few

Custodes have no official rules, and your going with quantity over quality
How does a small offspring beat something much greater than its self?
Custodes are the perfect soldier, unbeaten in every way when it comes to troops.
they are much like refined grey knights.
thats like the primarches trying to kill the emporer (while he was living)
on another note (using fluff) grey knights were dropped into daemon worlds to cleanse them, and that they did.
when something or someone is trained up to be the very best then they will do the very best.
